Equipment Type: Defense Technology 400 Tactical 4-Shot 40mm Less Lethal <br />Launcher - CA Gov’t Code §7070(c)(14) <br />Equipment: Defense Technology 400 Tactical 4-Shot 40mm Less Lethal Launcher <br />Quantity Owned/Sought: 5 owned Lifespan: Approximately 15 years <br />Equipment Capabilities: The Defense Technology 400 Tactical 4-Shot Less Lethal <br />Launcher is capable of firing 40mm Kinetic Energy Munitions, which are essentially <br />sponge baton projectiles. <br />Manufacturer Product Description: The Defense Technology #1440 is a Tactical <br />40mm 4-Shot Launcher that features an expandable ROGERS Super Stoc™ and an <br />adjustable Picatinny mounted front grip. The Tactical 4-Shot will fire standard 40mm <br />Less Lethal ammunition, up to 4.8 inches in cartridge length. Lightweight and tactical, <br />this weapon is NOT designed to fire 40mm High Velocity HE ammunition. The <br />Picatinny Rail Mounting System will accept a wide array of enhanced optics/sighting <br />systems. <br />Purpose/Authorized Uses: The Defense Technology 400 Tactical 4-Shot Less <br />Lethal Launchers are intended for use as a less lethal use of force option. These are <br />used by both patrol and SRT Team officers. The launchers may only be deployed with <br />authorization by a shift supervisor, Incident or Watch Commander, or the SRT Team <br />leaders. Approved uses may include, but are not limited to: <br />1.To gain compliance from armed self-destructive, and armed or unarmed <br />dangerous and/or combative individuals. <br />2.Circumstances where a tactical advantage can be obtained. <br />3.Potentially vicious animals. <br />4.Training exercises or approved crowd control situation pursuant to state law <br />Fiscal Impacts: Initial cost for each launcher was $3,580.00. It is estimated to cost between <br />$0 and $1,000 annually to maintain. <br />Legal/Procedural Rules Governing Use: All applicable State, Federal and Local laws <br />governing police use of force. Various Redwood City Polices on Use of Force and Crowd <br />Control. Kinetic energy projectiles and chemical agents for crowd control purposes shall only <br />be deployed by officers who have received POST training for crowd control if the use is <br />objectively reasonable to defend against a threat to life or serious bodily injury to any <br />individual, including an officer, or to bring an objectively dangerous and unlawful situation <br />safely and effectively under control (Penal Code § 13652). <br />Training Required: Officers must complete a department certified 40mm course as well as <br />regular training and qualifications as required by law and policy. <br />Other Notes: None <br />REV: 04-07-26 VR
