Equipment Type: Tear Gas (Chemical Agent) - CA Gov’t Code §7070(c)(12) <br />Equipment: Defense Technology Skat Shell 40mm Multiple Projectile Round CS Model 6172 <br />Quantity Owned/Sought: 10 owned Lifespan: 5 years <br />Equipment Capabilities: Disperses CS chemical agent <br />Manufacturer Product Description: The Skat Shell® 40 mm CS multiple chemical projectile <br />round is designed to deliver multiple CS canisters from a 40 mm launcher. It is designed for <br />outdoor use and has fire-producing capability and has a maximum effective range of 80-100 <br />yards. The Skat Shell 40mm is designed for outdoor use and has fire-producing capability. It <br />is widely used as a crowd management tool for the rapid and broad deployment of a chemical <br />agent by a single grenadier. The Skat Shell contains four separate sub-munitions and <br />provides a wide area of coverage. <br />Purpose/Authorized Uses: These devices are only used by the SRT team during critical <br />incidents or planned operations. They are primarily used in violent crowd control situations <br />pursuant to the requirements of Penal Code section 13652. <br />Fiscal Impacts: $31.75 each ($317.50 total). These munitions need to be periodically <br />replaced as they expire or are used in training or operationally. <br />Legal/Procedural Rules Governing Use: Deployed in accordance with all applicable State, <br />Federal and Local laws governing police use of force. Various Redwood City Policies <br />Related to Use of Force and Crowd Control. Chemical agents for crowd control purposes <br />shall only be deployed by officers who have received POST training for crowd control if the <br />use is objectively reasonable to defend against a threat to life or serious bodily injury to any <br />individual, including an officer, or to bring an objectively dangerous and unlawful situation <br />safely and effectively under control (Penal Code § 13652). <br />Training Required: Only trained members of the SRT team are authorized to deploy this <br />device. Instructors are POST certified. Designated members of the SRT Team attend the <br />POST certified chemical agents school and are the only designated team members <br />authorized to deploy these munitions.
