Equipment Type: Pepper Balls - CA Gov’t Code §7070(c)(12) <br />Equipment: Pepperball Launcher and Projectiles, VKS and FTC Models <br />Quantity Owned/Sought: 5 launchers owned Lifespan: Unknown <br />Equipment Capabilities: Disperses pepper powder chemical irritant <br />Manufacturer Product Description: The FTC and VKS models are high-capacity, semi- <br />automatic pressurized CO2 operated pepperball launchers, either magazine or hopper fed. <br />Both models fire a .68 caliber pepperball projectile. Both models provide officers a less-lethal <br />force option and include picatinny rail mounts for optics and lights. <br />Purpose/Authorized Uses: These devices are only used by the SRT team personnel during <br />critical incidents or planned operations. They provide a less lethal option to incidents such as: <br />to gain compliance from self-destructive, dangerous and/or combative individuals; riot/crowd <br />control; circumstances where a tactical advantage can be obtained; to deter potentially <br />vicious animals. These systems use a compressed air powered launcher designed to fire <br />non-lethal Pepperball projectiles. The basic Pepperball projectile contains 2% PAVA pepper <br />powder, and is designed for direct impact and area saturation, especially in confined interior <br />spaces. <br />Fiscal Impacts: Approximately $6,500 purchase price. Projectiles are approximately $2-3 per <br />projectile. These munitions need to be periodically replaced as they expire or are used in <br />training or operationally. <br />Legal/Procedural Rules Governing Use: Deployed in accordance with all applicable State, <br />Federal and Local laws governing police use of force. Various Redwood City Policies <br />Related to Use of Force and Crowd Control. Kinetic energy projectiles and chemical agents <br />for crowd control purposes shall only be deployed by officers who have received POST <br />training for crowd control if the use is objectively reasonable to defend against a threat to life <br />or serious bodily injury to any individual, including an officer, or to bring an objectively <br />dangerous and unlawful situation safely and effectively under control (Penal Code § 13652). <br />Training Required: Only trained members of the SRT team are authorized to deploy these <br />devices.
