Purpose/Authorized Uses: The use of the Armored Rescue Vehicle is to assist with the preservation of life and enhance the safety of community members and first responders. The ARV should be deployed in situations where its use would enhance the tactical advantage of officers, aid in the rescue of injured persons, protect life and property, or improve the likelihood that an incident would be resolved without the use of deadly force or other force options. The Armored Rescue Vehicle is primarily used for RCPD Special Response Team (SRT) incidents, safe transport of SRT personnel to and from critical incidents, high-risk warrant service operations, training, delivery of emergency medical staff and/or Tactical Emergency Medicine Support (TEMS) personnel, delivery of equipment, and other rescue capabilities. The Armored Rescue Vehicle will not be used in the public for community engagement events, unless specifically authorized by the Chief of Police. Fiscal Impacts: Initial cost: $329,913. Annual maintenance cost of approximately $5,000. The vehicle was acquired through a federal grant awarded to the Port of Redwood City. There is no fiscal impact when using the ARV from the San Mateo County Sheriff’s Office. This equipment is owned through the San Mateo County Bureau of Emergency Services and is operated by the San Mateo County Sheriff’s Office. Legal/Procedural Rules Governing Use: Breaching vehicles can be deployed any time tactical operators determine that it is necessary to complete a lawful breaching. For a breaching to be lawful, it will generally need to be supported by a search or arrest warrant, or exigent circumstances.
