Relocation Impact Memorandum <br />Page 1 of 5 <br />M e m o r a n d u m <br />Date: March 6, 2026 <br />To: City of Redwood City <br />From: Associated Right of Way Services, Inc. <br />Subject: Relocation Impact Memorandum <br />Introduction and Purpose <br />This memorandum has been prepared by Associated Right of Services (AR/WS) to summarize the Relocation Assistance <br />Program available to those displaced by the State Route 84 (Woodside Road) / U.S. 101 Interchange Reimagined Project <br />(Project). The City of Redwood City (City), in cooperation with the California Department of Transportation (Caltrans) and the <br />San Mateo County Transportation Authority (SMCTA), proposes to acquire property for the Project. Individuals, families, <br />businesses, farms, and nonprofit organizations who are displaced as a result of a public project may be eligible to receive <br />relocation advisory services and reimbursement for eligible relocation expenses by the Uniform Relocation Assistance and <br />Real Property Acquisition Policies Act of 1970, as amended (URA), and California Relocation Assistance Law (CRAL). <br />Statutory Requirements <br />The URA and CRAL require public agencies to plan for the potential impact to persons and personal property caused by the <br />construction of publicly funded projects. If there are residential displacements, California law requires public agencies to <br />prepare a Draft Relocation Plan and make it available for a 30-day review and comment period prior to submitting it to the <br />agency’s decision-making body for review, consideration, and adoption. This Project will not displace any residential <br />occupants and therefore does not require the full relocation plan to be circulated for a 30-day period or adopted. <br />For projects under Caltrans purview, such as this one, a Relocation Impact Memorandum (RIM) is typically prepared for <br />projects with fewer than 10 displacements and when sufficient replacement sites are available. RIMs are usually prepared <br />during the Environmental stages of a project. Given that this project has been in development for quite some time, it is <br />unclear if a RIM or other relocation document was prepared. To ensure the requirement is met (and/or refresh the analysis <br />if one was previously prepared), AR/WS has drafted a RIM as an information item for the City of Redwood City’s City Council <br />to review. <br />Project Overview <br />The Project plans to widen and add lanes to State Route (SR) 84, reconstruct all ramp connections to U.S. 101, and construct <br />direct-connect flyover ramps between U.S. 101 and Veterans Boulevard in Redwood City. The Project would also construct <br />pedestrian and bicycle facilities throughout the project area and improve the intersections of Woodside Road with Veterans <br />Boulevard, Broadway, and Bay Road to the south of U.S. 101, and Seaport Boulevard/East Bayshore Road/Blomquist Road to <br />the north of U.S. 101. <br />A review of the proposed project was conducted to determine the potential impact on all property owners and occupants.
