REV: 03-31-26 LF <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />I. SCOPE OF SERVICES <br />Consultant will furnish all labor, materials, and equipment necessary for laboratory <br />analyses of drinking water, recycled water, storm water, brackish lagoon, groundwater, <br />soil, and other samples as requested by the City. <br />All analyses will be performed in accordance with standards and procedures set forth by <br />the United States Environmental Protection Agency (USEPA), Title 40 Code of Federal <br />Regulations Part 136, California Code of Regulations, and State and Regional Water <br />Resources Control Board guidelines. <br />A. Environmental Laboratory Accreditation Program (ELAP) <br />Consultant will maintain current accreditation for all sample matrixes, analytes, and <br />methods during the term of the Agreement. Consultant is accredited in the appropriate <br />ELAP designated Fields of Accreditation (FOA) for the analyses they are providing for <br />drinking water, non-potable water, soils, and ambient water. <br /> <br />B. Courier Service <br />Consultant will provide delivery and pickup of prepared sample bottles/containers and <br />chain of custody forms to and from Public Works Services Department (1400 Broadway <br />Street, Redwood City, CA 94063). Depending on the type of sample, sample delivery and <br />pick-up will be regularly scheduled or requested on an as-needed basis. Consultant will <br />provide all necessary transport containers and ice to preserve samples. <br />•If on the same day, typically samples can be picked up from the same facility, <br />though possibly at different locations in the facility, and can likely be picked up at <br />the same time. <br />Samples will need to be delivered and picked-up Monday through Friday, between 7 AM <br />and 4 PM. Consultant will be available to pick-up samples within twenty-four-hour notice <br />and deliver samples no later than seventy-two hours after receiving a request. <br />C. Timeliness for Analysis <br />Consultant will analyze all samples within 15 calendar days starting from receipt of the <br />sample and will not exceed the required holding time for samples per the approved <br />analytical method. <br />D. Notification of Sample Results <br />In the event that sample results exceed regulatory guidelines, Consultant will follow the <br />State Water Resources Control Board’s Division of Drinking Water (SWRCB DDW) <br />procedures for notification. <br />ATTY/AGR.2026.087/Eurofins Drinking Water and Wastewater West, LLC(Laboratory Services) (Page 11 of 22)
