Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: May 4, 2026 <br />SUBJECT <br />Hearing on an appeal of a February 25, 2026 Administrative Citation (as amended on March 24, 2026) for <br />unpermitted construction of a garage addition at 2455 Carson Street, Redwood City, CA (the “Property”) <br />SUMMARY <br />On February 25, 2026, Code Enforcement issued Administrative Citation CE19-0399 for, inter alia, the <br />unpermitted construction of a garage addition in violation of RWC Code 9.40, which adopts by reference <br />the 2025 CA Building Code. (See Attachment A.) On March 24, 2026, Code Enforcement amended the <br />February 25, 2026, citation to correct minor clerical errors. (See Attachment B.) <br />Stephen Burns and Sharon Burns are the owners of the Property and appeal the February 25, 2026, <br />Administrative Citation (as amended on March 24, 2026). Their appeal brief is attached as Attachment F. <br />RECOMMENDATION <br />1. Hold a hearing and consider the owner’s appeal of Administrative Citation CE19-0399; and <br />2. By motion, deny the owners’ appeal and uphold the February 25, 2026, Administrative Citation (as <br />amended on March 24, 2026). <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />The Property is located on 2455 Carson Street, at the corner of Connecticut Drive in the Westwood <br />neighborhood.
