Page 1 of 9 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: May 4, 2026 <br />SUBJECT <br />Establishing one Entertainment Zone on the 2000 block of Broadway and the cross-section of Redwood <br />Creek between Broadway and the Main Street Parking Lot (Broadway Pedestrian Mall) consistent with <br />Senate Bill 969 as codified in California Business and Professions Code Section 25692 <br />SUMMARY <br />This item considers an ordinance to establish one Entertainment Zone on the 2000 block of Broadway <br />and the cross-section of Redwood Creek between Broadway and the Main Street Parking Lot (Broadway <br />Pedestrian Mall) consistent with Senate Bill 969 (Business and Professions Code Section 25692). The Ad <br />Hoc on Special Events recommended this framework and operational approach at its April 29, 2026 <br />meeting. <br />The proposed ordinance provides a framework for City-initiated activation of the Entertainment Zone, <br />allowing for outdoor consumption of alcoholic beverages within defined boundaries and hours, subject to <br />participation by at least one ABC-licensed business and compliance with state law and City guidelines. The <br />Entertainment Zone is designed to support economic activity and activation of public spaces while <br />maintaining strong controls related to public safety, operations, and enforcement. <br />Staff will monitor implementation and return to the City Council with an evaluation and any <br />recommended modifications based on operational experience. <br />The following questions are provided to guide City Council discussion and direction: <br />1. Does the City Council support establishing an Entertainment Zone on the 2000 block of Broadway <br />and the cross-section of Redwood Creek between Broadway and the Main Street Parking Lot? <br />2. Does the Council support the City-managed activation approach for the initial implementation of the <br />program? <br />3. Are the proposed operating parameters, including allowable hours and operational controls, <br />appropriate? <br />4.
