Page 2 of 9 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />RECOMMENDATION <br />As recommended by the Ad Hoc for Special Events, waive the first reading and introduce an ordinance <br />amending Redwood City Municipal Code Chapter 33B to establish an Entertainment Zone on the 2000 <br />block of Broadway and the cross-section of Redwood Creek between Broadway and the Main Street <br />Parking Lot (Broadway Pedestrian Mall) consistent with Senate Bill 969 as codified in California Business <br />and Professions Code Section 25692 and miscellaneous related changes. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Economic Vitality <br />Communication and Community Building <br />BACKGROUND <br />In 2024, the California Legislature adopted Senate Bill (SB) 969 (codified in California Business and <br />Professions Code Section 25692), which allows local municipalities and counties to designate <br />“Entertainment Zones.” An Entertainment Zone is an area defined by ordinance, where patrons may <br />consume alcoholic beverages in public spaces, such as streets, sidewalks, pedestrian malls, or plazas, <br />during specified days and hours, and under operational conditions that the City may define. SB 969 <br />expanded upon a law that had previously applied only in the City and County of San Francisco (SB 76) to <br />allow Entertainment Zones to be established in any jurisdiction in the state. <br />Entertainment Zones must be established through a local ordinance and must comply with the regulations <br />of the California Department of Alcoholic Beverage Control (ABC). Existing businesses may be eligible to <br />participate in the sale of alcoholic beverages as part of an Entertainment Zone if they have an existing <br />permanent business location (i.e., a brick-and-mortar business) that opens to the designated <br />Entertainment Zone and possess an active ABC license (ABC licensees). ABC licensees may allow their <br />patrons to leave the business premises with an open alcoholic beverage container for consumption within <br />the boundary of that Entertainment Zone. <br />On May 6, 2024, the City Council adopted Resolution No. 16212 to establish a Pedestrian Mall along the <br />2000 block of Broadway and Redwood Creek, pursuant to the Pedestrian Mall Act of 1960. Designating <br />this street as a Pedestrian Mall restricts vehicular access and prioritize pedestrian use, and it serves as the <br />foundation for additional programming and activation strategies in the Downtown core. The proposed <br />ordinance would establish an Entertainment Zone within the Pedestrian Mall at the 2000 block of <br />Broadway and the section of Redwood Creek between Broadway and the Main Street Parking Lot. <br />7.A. - Page 2 of 16 <br />68
