In the Pedestrian Mall, this would require a minimum <br />of 8 staff or volunteers – two at each entrance. <br />Due to the staffing/volunteers needed, the City can either organize a special event or city-managed <br />activation/gathering. In either case, the City will provide advance notice to affected businesses and the <br />public, including distribution and posting of an Activation Notice in accordance with the ordinance. This <br />approach provides the City with a high level of control over when and how the Entertainment Zone is <br />activated and operated, including the ability to coordinate activations with City-sponsored events or other <br />periods of increased downtown activity. <br />Activation of an Entertainment Zone requires participation by at least one ABC-licensee within the <br />designated area, as alcoholic beverages must be sold by a licensed establishment for consumption within <br />the zone. <br />The program will be managed by the City Manager’s Office in collaboration with the Police, Fire, Parks, <br />Recreation and Community Services, and Public Works departments to ensure a safe, well-coordinated, <br />and successful experience for residents, businesses and visitors. Staff will monitor operations and prepare <br />a comprehensive evaluation of the zones’ economic impact, public safety compliance, and operational <br />needs and feasibility following several activations or within approximately one year of implementation, <br />whichever occurs first. Staff will return to the City Council with any recommended modifications based on <br />observed performance and operational experience. <br /> <br />As required by Senate Bill 969, the City will also review and evaluate the operation of designated <br />Entertainment Zones at least every two years and report findings to the California Department of Alcoholic <br />Beverage Control (ABC). <br />Details of the Ordinance <br />Location <br />The ordinance proposes the establishment of one Entertainment Zone encompassing public streets, <br />sidewalks, and rights-of-way within the 2000 block of Broadway, from Jefferson to Main, and the cross- <br />section of Redwood Creek between Broadway and the Main Street parking lot (Broadway Pedestrian <br />Mall). <br />Operating Hours <br />The proposed ordinance establishes the maximum hours during which an Entertainment Zone may be <br />activated. Outdoor consumption of alcoholic beverages within an activated Entertainment Zone would be <br />permitted between 10:00 a.m. and 10:00 p.m., seven days per week, provided that at least one <br />participating licensee within the activated area is authorized to sell alcoholic beverages for on-site <br />consumption during those hours.
