Page 5 of 9 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />The specific hours for each activation will be determined by the City and will vary based on operational <br />considerations, but must fall within the authorized 10:00 a.m. to 10:00 p.m. timeframe. Public <br />consumption of alcoholic beverages remains prohibited outside of designated Entertainment Zone <br />boundaries and outside of approved activation periods. If approved, staff anticipates initial activations of <br />approximately 2–3 hours in duration, occurring 2–3 times over the first three to four months; this schedule <br />may be adjusted based on operational experience, within the City Manager’s authority. <br />Responsibility <br />The City Manager, or designee, will have authority to activate the Entertainment Zone and to establish <br />administrative regulations, including the Entertainment Zone Guidelines, which will be developed to <br />support implementation of the program. <br />Operational Controls <br />The ordinance also establishes additional operational controls applicable during activation of an <br />Entertainment Zone. These include procedures for advance public notification and prohibitions on <br />temporary structures and sales of merchandise within the designated areas. Licensees which have a valid <br />Outdoor Business License Agreement would still be able to sell alcohol for consumption on their parklet <br />or sidewalk cafe. These provisions are intended to support public safety, maintain order, and ensure <br />consistency with existing City regulations during activation periods. <br />Participation Requirements for Licensed Businesses <br />Businesses located within a designated Entertainment Zone may elect to participate in an activation, <br />provided they hold a valid ABC license and comply with all applicable state laws and ABC regulations. This <br />includes satisfying state requirements to provide advance notice to ABC of their intent to allow off- <br />premises consumption of alcoholic beverages during an activation. Failure to comply with applicable <br />requirements may result in enforcement action by ABC and may impact a business’s ability to participate <br />in future activations. <br />Participation is voluntary, and no business is required to participate solely by virtue of being located within <br />an Entertainment Zone. The ordinance establishes a legal and operational framework for those businesses <br />that choose to participate. <br />Permitted Alcoholic Beverages <br />The proposed Entertainment Zones would allow participating ABC licensees to sell open containers of <br />alcoholic beverages for consumption within an activated Entertainment Zone. Permitted beverages <br />include beer and wine only, subject to the terms and limitations of each establishment’s ABC license and <br />any additional requirements established by the City through the Entertainment Zone Guidelines. <br />Alcohol Handling and Consumption Requirements <br />Alcoholic beverages consumed within an activated Entertainment Zone must be purchased from a <br />participating ABC licensee located within the designated area. The business is responsible for conducting <br />age verification at the point of sale. The possession or consumption of alcohol from outside sources is <br />prohibited. In accordance with state law, participating businesses must serve beverages for off-premises <br />consumption in City-approved non-glass, non-metal containers. <br />7.A. - Page 5 of 16 <br />71
