Page 6 of 9 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />The City must establish a process or procedure by which persons in possession of alcoholic beverages in <br />the Entertainment Zone may be readily identifiable as being 21 years of age or older and may implement <br />additional identification and operational measures, such as wristbands or identifiable containers, through <br />the Entertainment Zone Guidelines to support enforcement and ensure compliance with state law and <br />applicable regulations. <br />Alcoholic beverages must be consumed within the boundaries of the activated Entertainment Zone and <br />may not be taken into or out of the designated area or into other businesses, unless otherwise permitted <br />by law. <br />Boundary Identification and Signage <br />The boundaries of an activated Entertainment Zone shall be clearly identified using City-approved <br />methods, such as signage, sidewalk markings, or other visual indicators, to ensure patrons and <br />enforcement personnel can readily identify the area where alcohol consumption is permitted. <br />Alcoholic beverages must be consumed within the boundaries of the activated Entertainment Zone and <br />may not be carried beyond those limits or into other businesses, except as otherwise permitted by law. <br />Security and Operational Requirements <br />The Entertainment Zone Guidelines will include provisions to address public safety and operational <br />considerations, developed in coordination with the Police and Fire Departments. These provisions are <br />intended to provide a consistent framework for activations, while allowing flexibility based on the size <br />and nature of each activation. <br />For each activation of an Entertainment Zone, the City will develop and implement a security plan in <br />coordination, informed by the Guidelines and tailored to the specific conditions of the activation. <br />The Entertainment Zone Guidelines will address key elements such as: <br />Alcohol control measures and compliance with applicable ABC requirements <br />Business participation requirements, including visible identification of participating <br />establishments <br />Defined boundaries and access points, including monitored entry/exit points, as appropriate <br />Approved nonglass and nonmetal containers in which alcoholic beverages are authorized <br />Staffing and coordination, which may include City staff or volunteers positioned to support <br />boundary management and compliance <br />Event communication protocols, including designated points of contact to facilitate coordination <br />with public safety personnel, as appropriate <br />Emergency access, including ensuring continuous access for emergency vehicles <br />If an incident occurs within an activated Entertainment Zone and/or requires a response from the Police <br />Department, participating businesses are required to cooperate with investigations, including providing <br />relevant information or materials, consistent with applicable law. <br />7.A. - Page 6 of 16 <br />72
