Failure to comply may result in administrative penalties, <br />including citations and other remedies available under the Municipal Code, and may affect a business’s <br />eligibility to participate in future activations. <br />Outreach <br />If approved, staff will conduct outreach to businesses located within the proposed Entertainment Zone <br />areas to provide information on the pilot program, gather feedback, and assess interest in participation. <br />Outreach will include direct communication with affected businesses and coordination with downtown <br />stakeholders. <br />Staff will use this input to inform implementation, refine operational guidelines, and address business and <br />community considerations as the pilot program is launched. If the ordinance is approved, staff will also <br />notify the businesses to take the appropriate steps with ABC to activate their licenses. <br />Next Steps <br />If approved, the second reading for the ordinance would take place Monday, May 11. The ordinance <br />would become effective 30 days after the adoption, or Wednesday, June 10. <br />EQUITY IMPACT STATEMENT <br />The proposed Entertainment Zone is intended to support economic vitality and activation of public spaces <br />in the Downtown area, which may benefit local businesses, employees, and visitors. While specific data is <br />limited, similar programs have demonstrated increased economic activity; however, benefits may be <br />concentrated in the Downtown core, and potential impacts such as noise, crowding, or increased alcohol <br />presence may affect nearby residents and businesses differently. <br />To mitigate potential impacts, the City will retain control over when and how the zones are activated, <br />including the ability to limit hours, scale activations, and implement public safety and operational <br />measures through the Entertainment Zone Guidelines. Staff will also conduct outreach to affected <br />businesses and stakeholders and will monitor the pilot program over time. Findings will inform any <br />recommended modifications to ensure the program aligns with the City’s goal of fostering an inclusive, <br />safe, and vibrant community. <br />FISCAL IMPACT <br />Development of the Entertainment Zone pilot program proposal has required staff time across multiple <br />departments but there is no direct, immediate fiscal impact associated with establishing the framework <br />for the proposed Entertainment Zone program. <br />7.A. - Page 7 of 16 <br />73
