The level of cost will vary <br />depending on the number, scale, and duration of activations and may be significant. Because activations <br />are City-initiated and managed, the City retains the ability to control the number and scale of activations <br />to align with resources. Additional funding may be required to support activations, and staff will return to <br />the City Council with funding recommendations as needed. <br />ENVIRONMENTAL REVIEW <br />This project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to <br />CEQA Guidelines Section 15304(e), which applies to minor temporary uses of land having negligible or no <br />permanent effects on the environment. The proposed Entertainment Zones involve temporary use of <br />existing public rights-of-way and do not include permanent physical improvements or changes to the <br />environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />1. Do not proceed with establishing an Entertainment Zone in the Downtown area <br />2. Defer consideration of the ordinance pending additional analysis and outreach, noting that it will <br />then not be in effect prior to the FIFA World Cup games <br />3.
