Annual Action Plan
2026
10
OMB Control No: 2506-0117 (exp. 09/30/2021)
AP-10 Consultation – 91.100, 91.200(b), 91.215(l)
1. Introduction
The work of community development and affordable housing is a year-round process that involves many
stakeholders. Redwood City stays in regular contact with a variety of stakeholders throughout the year
to help with that work. The contact includes stakeholder participation in various public meetings and/or
meetings involved with other local development or neighborhood plans. City staff also stay in regular
conversations with subrecipients and potential applicants on the progress of their programs, demand
for their programs and other needs they are seeing on the front lines of affordable housing and
community development.
The City participated in a consultation process as part of a cohort of other communities during the
development of this Annual Action Plan. The cohort includes the Cities of Daly City, Redwood City San
Mateo, and South San Francisco as well as San Mateo County. The City of Redwood City also reached out
to community stakeholders for various data and information resources. Information and data resources
include updates to strategies to address homelessness, public housing initiatives and other affordable
housing projects within the community pipeline.
Provide a concise summary of the jurisdiction’s activities to enhance coordination between
public and assisted housing providers and private and governmental health, mental health
and service agencies (91.215(l))
The City of Redwood City regularly partners with other participating jurisdictions in the area. The cohort
of entitlement jurisdictions, located within San Mateo County, meet monthly to coordinate efforts in the
community. Many of them fund the same public and social service agencies that serve the entire area,
and management and oversight efforts are combined to save valuable staff time across the
jurisdictions.
The City also participates in 21 Elements, a collaborative housing planning and policy initiative that
includes all 20 cities in San Mateo County plus the County. 21 Elements convenes monthly and serves as
a forum for sharing resources, successful strategies and best practices around housing policies. The City
of Redwood City also coordinates its efforts with housing providers, health providers and service
agencies.
Public and Assisted Housing Providers - The City of Redwood City works with public and private housing
developers for the implementation of the plan. These partnerships are essential to increase and
preserve affordable housing across the community. The City utilizes subsidies to help these important
partners with their mission to improve affordability of housing in the community.
ATTY/RESO.0019/CC RESO 2026 ANNUAL ACTION PLAN (CDBG) - EXHIBIT A
REV: 05-01-26 LF
