<br /> Annual Action Plan <br />2026 <br />53 <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />AP-85 Other Actions – 91.220(k) <br />Introduction: <br />In addition to the specific actions already stated in the Action Plan, the City will undertake other actions <br />as listed in the narratives below. <br />Actions planned to address obstacles to meeting underserved needs <br />The City will fund several activities that will address obstacles to meeting underserved needs including <br />housing production and preservation, homeless shelters and supportive services, human services <br />programs that meet basic human needs and economic development. <br />In making funding decisions, the City gives priority to activities that: <br />• Meet a goal of the 2023-2027 Consolidated Plan; <br />• Demonstrate a significance of need; and, <br />• Project or program is eligible under HUD rules. <br />The Mental Health Association (MHA) and Rebuilding Together Peninsula provide services to those with <br />special needs or disabilities. Many of the programs the City regularly funds with CDBG dollars address <br />housing and supportive needs for any individual in need. In the City’s CDBG funding process, it gives <br />priority to programs that clearly identify how it will do outreach and market the proposed program to <br />target populations. <br />One of the affordable housing projects (1304 Middlefield) that the City gave a conditional commitment <br />of approximately $4.3 million in 2024 (including approximately $2.5 million in HOME funds), has entered <br />into an MOU with Housing Choices Coalition and Golden Gate Regional Center to target adults with <br />developmental disabilities to provide 19 units for adults with intellectual and developmental disabilities <br />(IDD) including five (5) units for residents who are both homeless and have IDD. The project applied <br />for additional City funding in November 2025 requesting $7,960,000 and their application is currently <br />under review. The project received their entitlements in 2023 and submitted for building permit review <br />in October 2025. They intend to apply for the County of San Mateo Affordable Housing Funds (AHF) and <br />tax credits in 2026 and start construction in fall 2027. <br />Actions planned to foster and maintain affordable housing <br />Housing continues to be a top strategic priority of the City Council. The City has identified four housing <br />goals within its strategic plan: preserve existing affordable housing, protect housing options for low- and <br />middle-income residents, produce housing to meet Regional Housing Needs Allocation (RHNA) goals for <br />moderate, low and very low-income residents, and partner on housing opportunities for unique <br />populations.
