<br /> Annual Action Plan <br />2026 <br />54 <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />and preservation of affordable housing and includes the list of comprehensive goals, policies and <br />programs that will be implemented to increase the City’s affordable housing stock. In PY 2026, the City <br />plans to take the following actions to foster and maintain affordable housing. <br />• The City will continue to implement its over-the-counter Affordable Housing Preservation <br />Program (HPP). HPP is currently funded with approximately $5.8 million from Affordable <br />Housing impact and in-lieu fees, local city funds, and Permanent Local Housing Allocation (PLHA) <br />funds and is intended to support the conversion of market-rate housing into deed-restricted <br />affordable housing and/or extending affordability for housing with expiring deed restrictions. <br />The HPP responds directly to two main barriers to affordable housing preservation, as identified <br />by stakeholders during community outreach for this program: providing a funding source for <br />preservation and allowing developers to act quickly to acquire a property via over-the-counter <br />funding process. The City issued its first loan for approximately $1.2 million in June 2025 for the <br />preservation of 8 units in Redwood City. <br /> <br />• The City will continue to implement its Affordable Housing Ordinance, which requires all <br />residential development to provide 15-20% of the total units as affordable units for very low to <br />moderate-income households or pay a fee in-lieu of providing affordable units. Additionally, the <br />City has an affordable housing impact fee on all non-residential development to help mitigate <br />the development’s impact on the need for affordable housing. In PY 2026, and in collaboration <br />with 21 Elements, the City will complete new nexus and feasibilities studies, to update the <br />affordable housing impact fees and Affordable Housing Ordinance. The City expects to bring <br />amendments to the Affordable Housing Ordinance and impact fees to the City Council for <br />consideration by end of PY 2026. <br />• In addition to supporting housing production and preservation activities, the City continues to <br />fund fair housing services that provide education and outreach, discrimination investigation and <br />tenant-landlord assistance. Separate from the CDBG funded fair housing program, the City is <br />continuing in PY 2026 the Tenant and Landlord Counseling Services Pilot Program which <br />provides tenant and landlord outreach, education, counseling, mediation, and dispute <br />resolution services. <br />The City continues to monitor its deed restricted affordable housing to ensure compliance with <br />affordability terms. <br />Actions planned to reduce lead-based paint hazards <br />The City will continue to undertake lead-based paint hazard mitigation, when applicable, by the CDBG <br />housing rehabilitation regulations. This can include inspection for lead-based paint, risk assessment, <br />abatement, clean up, disposal work and clearance testing.
