Annual Action Plan
2026
56
OMB Control No: 2506-0117 (exp. 09/30/2021)
Moving forward, staff are working with local community partners to explore longer-term commitments
to economic mobility. The City, in partnership with surrounding communities and local social service and
housing providers, will strive for the goals and strategies below to help households stay out of poverty
or become self-sufficient and elevate themselves from living in poverty.
• Promote economic empowerment by supporting facilities, services and activities aimed at
developing the self-sufficiency for all low to moderate-income residents. Programs and
activities to be supported, by a variety of City funding sources, over the next year include
microenterprise assistance, youth services, legal and fair housing assistance, job training,
healthcare and food banks.
• Connect local small business owners to support and resources. The City has funded technical
assistance and support through both CDBG funds and general funds. Additionally, Redwood City
partners with NOVAworks, San Mateo County’s Workforce Board, which helps small businesses
connect with job seekers and help provide professional development to current staff, and with
Cañada College, a 2-year community college located in Redwood City, to connect residents with
short-term certificate programs as well as associate degree programs and associate degree
programs for transfer. Additionally, the City also holds City-led business owner discussions and
workshops to build knowledge and support.
• Continue to work with local agencies to identify barriers and issues related to poverty and
support programs that will help low to moderate-income households overcome those barriers.
• The City will continue to work with the CoC to implement their work plan to end homelessness.
• The City will continue to fund the Redwood Family House with General Fund dollars to provide
shelter, transitional housing and support services to help families become self-sufficient.

Actions planned to develop institutional structure
The City is a strong leader and participant in the development and ongoing support of various programs
and initiatives constituting the delivery system. These strengths include extensive efforts to involve the
community in identifying needs and trends, collaborative efforts with other jurisdictions to address
regional issues, close working relationships with nonprofit organizations, and support of the nonprofit
sector in their important role in the overall health and strength of the community. Overcoming the
experience gaps of each group requires cooperation with other agencies or groups who have the
necessary experience. Public and private agencies in San Mateo County have and continue to work well
together to combine experience and resources in order to bring projects to fruition.
Redwood City will participate in the San Mateo County HOME Consortium for the first time this year,
with County of San Mateo as the lead and the Cities of San Mateo and South San Francisco. In addition,
the City participates in bi-weekly cohort meetings with other participating jurisdictions in San Mateo
ATTY/RESO.0019/CC RESO 2026 ANNUAL ACTION PLAN (CDBG) - EXHIBIT A
REV: 05-01-26 LF
