The cohort recently began utilizing Microsoft SharePoint to share policies, procedures, and <br />forms that can be used across all the communities’ programs. The cohort also uses SharePoint to <br />coordinate and collaborate on joint monitoring efforts through the Joint Monitoring MOU. The goal of <br />the shared virtual office is to improve compliance across all cohort programs as well as simplify <br />processes for subrecipients. <br />Additionally, the City participates in 21 Elements, a planning and housing collaborative effort between <br />all 21 jurisdictions in San Mateo County. 21 Elements provides an opportunity to conduct joint studies, <br />trainings, and community engagement efforts and share resources and best practices. In PY 2026, the <br />City will continue to participate in 21 Elements’ housing managers working group that is working to <br />improve the effectiveness and efficiencies of affordable housing programs and policies countywide. This <br />will make it easier for potential residents, existing residents, property managers, and developers to <br />more easily access and better understand affordable housing programs. <br />Actions planned to enhance coordination between public and private housing and social <br />service agencies <br />The City is a strong participant in a regional network of housing and community development partners <br />including the County, the Continuum of Care, and 21 Elements. The City will continue its ongoing efforts <br />to enhance coordination and action. Collaborative efforts include regular meetings with the local San <br />Mateo County entitlement communities and jointly coordinated program implementation <br />efforts. These joint efforts include regional trainings and workshops that help increase collaboration <br />and reduce duplication of services. <br />Discussion: <br />In an effort to reduce displacement, the City Council adopted a Tenant Protection Ordinance that went <br />into effect on January 1, 2026.
