3 Office of the City Manager Patrick Heisinger Exhibit A - Housing and Human Concerns Committee Funding Deliberations Guidelines Housing and Human Concerns Committee Funding Deliberations Guidelines Funding Sources: • Human Services Financial Assistance (HSFA) – Redwood City funds that come from the General Fund that are used to support basic human needs services. Basic human needs are activities that are vital for survival and not just an improvement to the quality of life, regardless of income. • Community Development Block Grant (CDBG) – Federal non-competitive entitlement grant funding from Housing and Urban Development (HUD) that must primarily benefit lower income people or areas. Eligible activities may address needs such as infrastructure, economic development projects, public facilities, housing rehabilitation, public services, microenterprise assistance, code enforcement, homeowner assistance, etc. Spending Limitations: • Federal regulations limit the amount of CDBG that can be spent for certain categories: o Planning and Administration: Up to 20% of program year funds and 20% of current year program income can be used for administration and fair housing. o Public Services – Up to 15% of CDBG program year funds and 15% of prior year program income can be used on public services. Grant Minimums: • HSFA - $10,000 o If there is a remaining balance of HFSA funds that is less than $10,000 after making funding recommendations, the Committee can either fund a new agency at less than $10,000 or distribute the remaining balance amongst agencies already recommended for funding. • CDBG- $15,000 o If there is a remaining balance of CDBG funds that is less than $15,000 ATTY/RESO.0019/CC RESO 2026 ANNUAL ACTION PLAN (CDBG) - EXHIBIT A REV: 05-01-26 LF Page 80 of 107
