<br /> <br />4 <br /> <br />Office of the City Manager <br />Patrick Heisinger <br />after making funding recommendations, the remaining funds must be <br />distributed amongst existing organizations that were already <br />recommended for funding. <br />o The Committee cannot make funding recommendations less than $15,000 <br />with the exception of year-two funding recommendations that may need <br />to be less due to the allocation being less than year-one funding. <br /> <br />Process for Reviewing Applications <br />• City releases an annual Notice of Funding Availability (NOFA) for HSA/CDBG <br />funds <br />o Certain CDBG categories (public services, minor home repairs, fair <br />housing & economic development) are on a two-year funding cycle. <br />• City staff does an initial threshold review to ensure applications were <br />submitted on-time and complete. <br />• HHCC members individually review and score applications. HHCC scores are <br />then aggregated and averaged to provide a total average score for each <br />applicant. Scoring is solely used to help guide the HHCC members with their <br />funding deliberations. <br />• Applicants give required presentations to the HHCC. <br />• At a subsequent meeting, the HHCC votes on funding recommendations for <br />the City Council. <br /> <br />Guidance on Scoring Applications <br />• HHCC members come from a range of relevant professional and personal <br />backgrounds. The City’s <br />expectation is not for members to score the applications the same way. <br />Instead, individual members are expected to bring their unique perspectives <br />and lived experiences when evaluating proposals and to <br />apply them consistently across all applications. <br />• Factors that the committee should consider when reviewing CDBG, HOME <br />and HSFA applications include, but are not limited, to the following: <br />o Consistency with Redwood City funding-specific priorities <br />▪ Whether the proposal responds to one of Redwood City’s <br />funding-specific priorities <br />o Program Outcomes / Impact <br />▪ Clearly defined performance indicators that are measurable <br />and realistic <br />▪ Uniqueness of program and services provided in the <br />community <br />o Agency Capacity <br />▪ Outreach to the target population that is intentional and <br />effective <br />ATTY/RESO.0019/CC RESO 2026 ANNUAL ACTION PLAN (CDBG) - EXHIBIT A <br />REV: 05-01-26 LF <br /> <br />Page 81 of 107
