The
consolidated planning process serves as the framework for a community-wide dialogue to identify housing and
community development priorities that align and focus funding from the two grant programs. The Consolidated Plan,
which may have a duration of between 3 and 5 years, describes the City's community development priorities and multi-
year goals based on an assessment of housing and community development needs, an analysis of housing and
economic market conditions and available resources.
2023-2027 Consolidated Plan and 2023-2024 Annual Action Plan
1st Amendment to the 2023-2027 Consolidated Plan and the 2023 Annual Action Plan
Annual Action Plan
The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions,
activities, and the specific federal and non-federal resources that will be used each year to address the priority needs
and specific goals identified in the Consolidated Plan.
Annual Action Plans:
Fiscal Year 2025-2026 Annual Action Plan (Program Year 2025)
Fiscal Year 2024-2025 Annual Action Plan (Program Year 2024)
First Amendment to the 2023-2027 Consolidated Plan and 2023-2024 Annual Action Plan (Program Year 2023)
2023-2027 Consolidated Plan and 2023-2024 Annual Action Plan (Program Year 2023)
Fiscal Year 2022-2023 Annual Action Plan (Program Year 2022)
Fiscal Year 2021-2022 Annual Action Plan (Program Year 2021)
Fiscal Year 2020-2021 Annual Action Plan (Program Year 2020)
Fiscal Year 2019-2020 Annual Action Plan - Fourth Minor Amendment (Program Year 2019)
Fiscal Year 2019-2020 Annual Action Plan - Third Minor Amendment (Program Year 2019)
Fiscal Year 2019-2020 Annual Action Plan Second Amendment (Program Year 2019)
Fiscal Year 2019-2020 Annual Action Plan First Amendment (Program Year 2019)
Fiscal Year 2019-2020 Annual Action Plan (Program Year 2019)
Consolidated Annual Performance and Evaluation Report (CAPER)
4/10/26, 10:48 AM Community Development Block Grant (CDBG), HOME & Other Funding | City of Redwood City
https://www.redwoodcity.org/departments/city-manager/housing-services/community-development-block-grant-cdbg-home-other-funding 4/5
ATTY/RESO.0019/CC RESO 2026 ANNUAL ACTION PLAN (CDBG) - EXHIBIT A
REV: 05-01-26 LF
