All Fair Rate of Return Appeals must be filed in writing on the appeal form provided by the City <br />and include all required information and supporting documents. The appeal form can be <br />downloaded at www.RedwoodCity.org/TPO, under the “Notices and Forms” section. Copies <br />of this form are also available at the City Hall. <br /> <br />4. The appeal form must be filed with the City Clerk's Office, along with the required fees, <br />through one of the following methods: <br /> <br />a. In-person at City Hall (1017 Middlefield Road, Redwood City, CA 94063) during City <br />Hall business hours. City Hall business hours can be found on the City’s website at <br />https://www.redwoodcity.org/about-the-city/contact-us. Appeals will not be <br />accepted in person at any other times. <br /> <br />b. Mail addressed to: <br />City of Redwood City <br />City Clerk’s Office <br />1017 Middlefield Road, Redwood City CA 94063 <br /> <br />Please allow sufficient time for mail to be received by the deadline. Refer to <br />section 5 below for more details. <br /> <br />5. An appeal is deemed properly filed on the date it is received by the City. The City Clerk's Office <br />will date stamp all appeals received and the date stamp will be the definitive determination <br />of the submission date to the City. Late filings will not be accepted. <br /> <br />6. An appeal will be considered incomplete if it is illegible, erroneously completed, missing <br />required information, not signed by the landlord, or filed without the required fees. <br /> <br />7. City staff or a neutral, third-party appeal officer appointed by the City will make a preliminary <br />review of each appeal upon filing to determine whether it is complete. <br /> <br />8. If an appeal is found incomplete in its current form, within five (5) business days of the receipt <br />of the appeal, the City will mail a notice (and a courtesy copy will be sent by e-mail) of this <br />finding, and an explanation of the defects to the landlord. A landlord will have fourteen (14) <br />calendar days from the date of the City notice to resolve any identified defects or provide the <br />missing documents. If the City does not receive a response from the landlord within the <br />deadline, the appeal will be rejected as incomplete. <br /> <br />9. After the appeal is accepted as complete, the appeal officer’s decision will be issued within <br />thirty (30) business days of receipt of the acceptance of the appeal. <br /> <br />8.A. - Page 53 of 85 <br />311
