The Appeal Fee will be determined based on the fully burdened hourly rates of the staff and
contracted rates of the appeal officer performing the service.

2. The Appeal Fee will be structured as a deposit-based fee. The landlord must pay the required
Deposit. Once the appeal is completed and a decision is issued, the City will calculate and
determine the actual costs of processing the appeal.

3. If the actual cost is more than the Deposit, the City will bill the landlord for the difference
between the Appeal Fee and the Deposit and the landlord must pay the bill within 30days of
receipt. If the actual cost is less than the Deposit, the City will refund the landlord for the
difference between the Deposit and the Appeal Fee.

4. The most up-to -date Deposit requirement for the Appeal Fee can be found in the City’s
Master Fee Schedule under the “City Manager’s Office – Housing”
section: https://www.redwoodcity.org/departments/administrative-services/finance-/taxes-
assessments/master-fee-schedule

5. The Appeal Fee can be paid to the City via cash, check, or debit/credit card.

8.A. - Page 55 of 85
313
