2 <br />In light of these concerns, I respectfully request that the City Council consider the following prior to final <br />adoption: <br /> Simplify the Administrative Regulations to improve clarity and usability <br /> Establish clear, objective, and transparent criteria for determining a fair rate of return <br /> Streamline the appeal process with defined timelines and reduced administrative burden <br /> Consider tailored provisions or exemptions for small housing providers <br /> Ensure that rent-setting policies reflect the real costs of maintaining and improving housing <br />A balanced approach is essential for protecting tenants while also ensuring that housing providers can <br />continue to operate sustainably and reinvest in their properties.
