By preventing owners from achieving market-rate rents following extreme time and financial <br />investments in renovations, the City is removing the incentive to maintain or improve housing stock. This <br />will likely result in units remaining in a state of disrepair. <br /> <br />Furthermore, these local requirements add an unnecessary burden on top of existing state rent control <br />(5% plus CPI). While rent increases are capped, property taxes and ownership costs continue to rise, <br />forcing owners to increase rents annually just to keep pace. In the Bay Area, where profit margins <br />average 3.5%-4%, these ordinances disproportionately harm the "mom and pop" landlords who make up <br />over 80% of California’s housing providers and rely on these properties for retirement. <br /> <br />Ultimately, these regulations infringe on property rights and will discourage homeowners from renting <br />their units, further reducing supply and driving up prices for everyone.
