2 <br />The California Tenant Protection act of 2019 (TPA) is also unfair as the minimum allowable rent increase (5% <br />per year) is an arbitrary number in the sense that it is never adjusted for inflation or any other economic <br />indicators. For the last six years it remained stable at 5% which places small landlords at a disadvantage solely <br />based on the increase in property taxes each year. In 2023-2024 property taxes increased 6.7%, in 2024-2025 <br />an additional 6% and are projected to increase 4.99% in 2025-2026 [4]. <br />Clearly rent control is causing a housing shortage as small investors cannot turn a profit renting out their <br />properties. Being asked to provide for tenants welfare after a fair lease is unfair.
