Page 2 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />BACKGROUND <br />As a condition of receiving CDBG funds from HUD, the City must prepare a five-year Consolidated Plan <br />(Con Plan). The Con Plan is a strategic policy document that provides priorities and strategies for meeting <br />the needs of low-income community members over a five-year period. The 2023-2027 Con Plan and First <br />Amendment to the Con Plan covers the period of July 1, 2023 to June 30, 2028. The Con Plan is carried <br />out through Annual Action Plans, which provide a concise summary of the actions, activities, and the <br />specific federal and non-federal resources that will be used each year to address the priority needs and <br />specific goals identified in the Con Plan. In Redwood City, the Annual Action consists of funding <br />recommendations made by the Housing and Human Concerns Committee (HHCC) for approval by the City <br />Council each year. <br />The Program Year (PY) 2026 Action Plan represents the City’s fourth year of the 2023-2027 Con Plan and <br />covers the period of July 1, 2026 to June 30, 2027. The PY 2026 Action Plan is included as Exhibit A to the <br />Resolution (Attachment A) along with an Executive Summary (Attachment B) and Budget (Attachment C). <br />The City previously received HOME Investment Partnerships (HOME), however, in February 2025, the City <br />Council approved joining the San Mateo County HOME Consortium by Resolution No. 16278. This allows <br />the City to pool its HOME allocation with other Consortium members. PY 2026 will be the City’s first year <br />as a member of the HOME Consortium and HOME funds will no longer be included as a part of the City’s <br />Annual Action process. <br />Typically, the PY 2026 Action Plan is required to be submitted to HUD by May 15, 2026. However, due to <br />federal budget delays, HUD did not announce the PY 2026 funding allocations until April 3. Given these <br />delays, HUD has allowed for a modified submission timeline to June 2, 2026 (60 days after the allocation <br />announcement). <br />ANALYSIS <br />For PY 2026, the City will receive $643,540 in CDBG funds. This is a 1.6% reduction compared to last year. <br />In addition to the PY 2026 allocation, the City is budgeting $15,000 in CDBG program income, $119,099 in <br />unspent prior year CDBG funds.
