Although any Redwood City resident can benefit from CDBG funded activities, the City <br />targets the majority of the funding to services and projects in neighborhoods that have the highest <br />percentage of low-income residents (e.g. Friendly Acres, Redwood Village, Redwood Oaks, Stambaugh- <br />Heller, Palm, and Central neighborhoods). No residents are expected to be burdened by the activities <br />proposed. <br />Sections AP-10 Consultation and AP-12 Participation of the Action Plan discuss how the City <br />collaborates with organizations that serve the public, especially low- and moderate-income residents, to <br />draft and execute the plan. To develop the initial 2023-2027 Con Plan priorities, the City held several <br />public meetings, conducted a community-wide survey, and consulted with a wide variety of stakeholders <br />such as local non-profit organizations, other local government, and other departments within the City. For <br />the PY 2026 Action Plan, staff consulted with stakeholders who provided input for the Con Plan to <br />determine whether priorities and goals identified in the Con Plan need to be updated. <br />At the end of every program year, the City must submit to HUD a report on accomplishments and progress <br />toward Con Plan goals, called the Consolidated Annual Performance and Evaluation Report (CAPER). The <br />City is required to release the draft CAPER for 15-day public review period and the HHCC holds a public <br />hearing to approve the CAPER. The CAPER helps the City ensure the grant impact aligns with Con Plan <br />priorities while also ensuring the public stays informed of the grant impact. <br />The National Environmental Policy Act (NEPA) review process, which is required for all HUD-assisted <br />projects, is another way the City can evaluate any unintended or uneven outcomes. Prior to expending <br />CDBG funds, the City must assess the environmental and human health impacts of the project or activity <br />and demonstrate how these negative impacts will be avoided and mitigated. <br />8.B. - Page 4 of 123 <br />347
