Page 5 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />FISCAL IMPACT <br />Adoption of the PY 2026 Action Plan positions the City to receive $643,540 in new CDBG entitlement funds <br />to be used directly by the City or through nonprofit organizations. These funds help the City and <br />subrecipients leverage additional funds to support programs and activities that benefit Redwood City <br />residents. There is no impact to the General Fund. <br />ENVIRONMENTAL REVIEW <br />All of the activities proposed for funding have been determined to be exempt, categorically excluded, or <br />have a finding of no significant impact under NEPA or will be subject to further reviews when specific sites <br />and detailed project descriptions are determined. <br />Approval of the PY 2026 Action Plan is not considered a project under California Environmental Quality <br />Act (CEQA) Guidelines Section 15378, as it is a funding mechanism that does not involve a commitment <br />to specific projects that may result in a potentially significant physical impact on the environment. Upon <br />City Council approval of the PY 2026 Action Plan, the City will record a Notice of Exemption with the San <br />Mateo County Recorder for administration of the CDBG funding programs pursuant to CEQA <br />regulations. <br />PUBLIC NOTICE <br />The City has met the requirements of its Community Participation Plan through the following actions: <br />• The HHCC held a public hearing on March 24, 2026, to receive public feedback and make funding <br />recommendations for the PY 2026 Action Plan. A public hearing notice was published in the San <br />Mateo Daily Journal on March 13, 2026. <br />• The City is required to provide a 30-day comment period for the PY 2026 Action Plan prior to the <br />review and adoption by the City Council. The City held a public comment period from April 10, 2026 <br />– May 11, 2026. A notice inviting public comment was published in the San Mateo Daily Journal <br />and on the City’s website on April 10, 2026. <br />• Public notification for the May 11, 2026 City Council public hearing was achieved by publishing <br />a public hearing notice in the San Mateo Daily Journal and on the City’s website on April 10, 2026 <br />and posting the agenda, with the agenda items being listed, at least 72 hours prior to the <br />meeting. <br />ALTERNATIVES <br />The City Council could comment on the proposed priorities and direct modifications for the PY 2026 <br />Action Plan. If substantial changes are recommended by the City Council, further review by the HHCC <br />and an additional public comment period and public hearing may be required. <br />8.B. - Page 5 of 123 <br />348
