Page 1 of 8 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: May 11, 2026 <br />SUBJECT <br />Downtown Library Parking Lot B: Potential affordable housing redevelopment <br />SUMMARY <br />The City Manager’s office initiated a feasibility study of the Downtown Library Parking Lot B (1016 <br />Middlefield Road) to evaluate its potential for affordable housing while preserving much of the 98 public <br />parking stalls on the site today. <br />The feasibility study will be presented to the City Council for input on next steps, including whether to <br />solicit developer interest in delivering affordable housing, public parking replacement, and a limited <br />amount of City office space on the site. <br />RECOMMENDATION <br />By motion, direct staff to follow the proper Surplus Land Act procedure for the Downtown Library Parking <br />Lot B (1016 Middlefield Road) and prepare a request for proposals (RFP) to solicit redevelopment <br />proposals from qualified developers for further evaluation, including a potential mixed-use project with <br />affordable housing, limited office space for City use, and preservation of public parking. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />Economic Vitality <br />9.B. - Page 1 of 8 <br />504
