REV: 03-30-26 VR <br />Task A.5 Construction Phase Support <br />A.5.1 Construction Management Support <br />During the Construction Phase, Consultant will provide overall project management leadership and <br />monitor Caltrans’ construction management of the capital contract(s), which includes the ongoing <br />engagement in other tasks as noted. <br />Once the major capital contract is under construction (estimated for spring 2027), the PM work level will <br />be reduced while addressing the same responsibilities as before. During construction, the majority of the <br />management will fall to Caltrans and the CMT. <br />Consultant PM’s engagement will include the following: <br />Conduct a contractor outreach to ensure a competitive bidder pool. <br />Support outreach and any other activities during the advertisement period. <br />Assist the City in the procurement of the Construction Inspection and Administration Support <br />Consultant to augment the Caltrans Construction Management Team. <br />Provide leadership to the Project Team, make needed decisions, and monitor and report on the overall <br />progress. <br />Ensure Project commitments are fulfilled. <br />Conduct the PMT meetings throughout the construction phase. <br />Ensure the Caltrans Construction Management Team is appropriately staffed over the construction <br />duration with help from the City’s Construction Management Consultant. <br />Ensure the City is participating in key decision-making through participation on the Change <br />Management Board (CMB). <br />Ensure that utility relocations are adequately inspected, and that required communications occur with <br />customers. <br />Serve as the face of the Project for those within and outside of the City. <br />Coordinate construction field activities related to City properties or other challenging R/W access <br />issues as determined by the City. <br />Oversee Caltrans construction management, including monitoring work progress and budget <br />management such as assessing the trends related to major cost issues. Participate in Change <br />Management Board Meetings and the RFI process as needed. <br />Administer terms of the Cooperative Agreement with Caltrans, including requirements for Contract <br />Change Orders, cost sharing, and other terms as applicable. <br />Provide support and coordination for project closeout activities. <br />A.5.2 Construction Management Support (VSCE) <br />Manage Design Support During Construction services, to be provided by the design consultant. <br />Attend weekly in person attendance in construction trailer meetings on-site with contractor team and <br />Caltrans RE to review look ahead schedule, discuss construction staging, publicly noticeable activities <br />and outreach issues or community concerns (this is likely an existing meeting for contract with specific <br />agenda items of interest to be tracked by the outreach team). <br />Create weekly reports for Consultant (and APEX Strategies) on look ahead schedule, discuss <br />construction staging, publicly noticeable activities and outreach issues or community concerns— <br />highlighting status of existing items, issue resolution, look ahead activities and recommendations etc. <br />Bi-weekly virtual construction meeting with Consultant to review outreach items and come up with <br />strategies and activities. <br />Attend monthly virtual PIO meetings, as needed, with Consultant, City, and Caltrans PIO staff and <br />potentially SMCTA staff or C/CAG staff as needed. <br />ATTY/AGR.2026/Amend.
