<br />Community Development <br />Department <br />Planning Division <br />1017 Middlefield Road <br />Redwood City, CA 94063 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />(650) 780-7234 <br />planning@redwoodcity.org <br />www.redwoodcity.org <br /> <br /> <br />1 <br /> <br /> <br />Tribal Cultural Resources Treatment Agreement <br />for the 705 Veterans Boulevard Affordable Housing Project <br /> <br />BACKGROUND <br /> <br />Government Code section 65913.4 (SB 35 as amended by AB 168 and SB 423, collectively <br />“SB35”) allows a streamlined, ministerial approval process for certain housing projects, <br />which are therefore not subject to environmental review under the California Environmental <br />Quality Act (CEQA) Public Resources Code section 21000 et seq. <br /> <br />Government Code section 65913.4 requires a local government to engage in a scoping <br />consultation with California Native American tribes traditionally and culturally affiliated with <br />the geographic area of the proposed development before a project may submit an <br />application under SB 35. <br /> <br />Per the requirements of Government Code section 65913.4, the Redwood City Planning <br />Division issued a Tribal Notification letter for the proposed project at 705 Veterans <br />Boulevard, Redwood City on November 12, 2025. The City performed tribal consultation as <br />follows: <br /> <br />Tribal Group Consultation Date <br />Muwekma Ohlone Tribe of the SF Bay Area January 6, 2026 <br /> <br />During the consultation, the tribe did not identify any known tribal cultural resources on the <br />project site. The tribe expressed a desire to understand and confirm the procedure <br />regarding unanticipated and inadvertent discovery of yet unknown and unrecorded tribal <br />cultural resources given the location of the project site. <br /> <br />The measures in this Agreement fulfill the recommendations and requests made by the <br />Muwekma Ohlone Tribe of the SF Bay Area and will reduce the proposed project’s impacts <br />to potential tribal cultural resources. <br /> <br />Pursuant to the Government Code Section 65913.4(b)(2)(B), this Agreement is an <br />enforceable agreement pertaining to methods, measures, and conditions for tribal cultural <br />resource treatment. The City will require compliance with measures identified herein as <br />conditions of approval for the Project.
