agreement already performs the stabilization function the Ordinance seeks <br />to achieve. <br />• Add a provision stating that where a regulatory agreement with a government <br />agency imposes obligations on a landlord that are inconsistent with any <br />provision of Chapter 42, the regulatory agreement shall control to the extent <br />of the inconsistency, and compliance with the regulatory agreement shall <br />constitute compliance with the corresponding provision of Chapter 42. <br />• Waive the annual rental housing fee for units encumbered by a long-term <br />affordability restriction regulatory agreement, given that such units already <br />serve the affordability goals the Ordinance seeks to advance and generate <br />below-market rental income. <br />VI. CONCLUSION <br />The Ordinance's goals of promoting housing stability and affordability are well-aligned <br />with the mission of affordable housing developers. However, as currently drafted, the <br />Ordinance creates duplicative and potentially conflicting requirements for properties <br />already subject to government-mandated affordability controls. Without an exemption or <br />harmonization provision, the Ordinance may inadvertently increase the cost and <br />complexity of operating affordable housing in Redwood City, undermining the very <br />housing policy objectives the Ordinance seeks to advance. <br />We welcome the opportunity to work with the Council and City staff to develop <br />amendment language that achieves the Ordinance's goals while preserving the viability <br />of long-term affordable housing in Redwood City.
