_____________________________________________________________________________________________ <br />JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD/ April 27, 2026 <br />PUBLIC FINANCE AUTHORITY MEETING MINUTES PAGE 9 <br /> <br /> <br /> MINUTE BOOK NO. 70 <br />(CEQA) pursuant to CEQA Guidelines (Cal. Code Regs., tit. 14, div. 6, ch. 3) section 15060 <br />because the activity is not a Project as defined in CEQA Guidelines section 15378 (no <br />potential for resulting in physical change in the environment). In the event that this <br />Ordinance is found to be a Project under CEQA, it is exempt from CEQA review pursuant <br />to the “common sense exemption” under CEQA Guidelines section 15061(b)(3) because <br />it can be seen with certainty that there is no possibility that the activity in question may <br />have a significant effect on the environment. <br /> <br />Motion and second, Eakin and Chu, to: <br />1. Waive the first reading and introduce an ordinance amending Redwood City <br />Municipal Code Chapter 15 (Smoking Regulations) to repeal in their entirety Article III <br />(Tobacco Retail Permit) and Article V (Prohibiting the Sale of Flavored Tobacco, <br />Electronic Cigarettes, and the Sale of Tobacco Products in Pharmacies) and adopt by <br />reference Title 4, Chapter 4.98 of the San Mateo County Ordinance Code in Article III <br />(Attachment E), and amend Article I, Section 15.2 (Definitions); and <br />2. Set a Public Hearing on the second reading and adoption of the ordinance on June 8, <br />2026. <br />The motion passed 5-2 by electronic vote, with Council Members Padilla and Sturken <br />opposed. <br /> <br />10. STUDY SESSIONS <br /> <br /> 10.A. Fiscal Year 2026-27 Capital Improvement Program (CIP) and Five-Year CIP Study <br />Session (500) <br /> <br />City Manager Patrick Heisinger introduced the item, and Finance Director Beth Goldberg, <br />Engineering and Transportation Director Tanisha Werner, Assistant Public Works <br />Services Director Adrian Lee, Parks, Recreation and Community Services Assistant <br />Director Lucas Wilder, and Interim Library Director Sarah LaTorra gave a presentation. <br /> <br />The following members of the public provided comments: <br />• Ed Connelli <br />• Kate Allison <br /> <br />Recommendation: <br />Receive information on the proposed Fiscal Year (FY) 2026-27 CIP and the Five-Year CIP, <br />which covers Fiscal Years 2026-27 to 2030-31, and provide feedback. No formal action <br />will be taken by the City Council. <br /> <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />
