Code Regs., tit. 14, div. 6, ch. 3) section 15060 because the activity is not a Project as defined in CEQA Guidelines section 15378 (no potential for resulting in physical change in the environment). In the event that this Ordinance is found to be a Project under CEQA, it is exempt from CEQA review pursuant to the “common sense exemption” under CEQA Guidelines section 15061(b)(3) because it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. Motion and second, Eakin and Chu, to: 1. Waive the first reading and introduce an ordinance amending Redwood City Municipal Code Chapter 15 (Smoking Regulations) to repeal in their entirety Article III (Tobacco Retail Permit) and Article V (Prohibiting the Sale of Flavored Tobacco, Electronic Cigarettes, and the Sale of Tobacco Products in Pharmacies) and adopt by reference Title 4, Chapter 4.98 of the San Mateo County Ordinance Code in Article III (Attachment E), and amend Article I, Section 15.2 (Definitions); and 2. Set a Public Hearing on the second reading and adoption of the ordinance on June 8, 2026. The motion passed 5-2 by electronic vote, with Council Members Padilla and Sturken opposed. 10. STUDY SESSIONS 10.A. Fiscal Year 2026-27 Capital Improvement Program (CIP) and Five-Year CIP Study Session (500) City Manager Patrick Heisinger introduced the item, and Finance Director Beth Goldberg, Engineering and Transportation Director Tanisha Werner, Assistant Public Works Services Director Adrian Lee, Parks, Recreation and Community Services Assistant Director Lucas Wilder, and Interim Library Director Sarah LaTorra gave a presentation. The following members of the public provided comments: • Ed Connelli • Kate Allison Recommendation: Receive information on the proposed Fiscal Year (FY) 2026-27 CIP and the Five-Year CIP, which covers Fiscal Years 2026-27 to 2030-31, and provide feedback.
