Scope of Services <br />Consultant will design and facilitate Decision Maker sessions to develop governance <br />policies for the league administration, participation and accountability for participating <br />organizations. This will be implemented with the following activities: <br />Governance Clarity <br />• Schedule and facilitate quarterly meetings with DM’s <br />• Clarify the collaborative’s purpose for 2026 and beyond <br />• Ensure proposer follow up and coordination between agencies <br />• Identify and address recurring friction points <br />• Provide clarity between monthly operational meetings and DM-level meetings <br />Performance & Accountability <br />•Develop shared performance expectations & indicators <br />•Clarify reporting structure between monthly meetings and quarterly meetings <br />•Establish accountability norms between agencies <br />•Support and advise monthly meetings. NOTE: Although ongoing facilitation of <br />monthly operational meetings will not expand, Consultant will: <br />1)Develop and co-design the meeting agenda template <br />2)Support & Design issue elevation protocol <br />3)Create standardized follow-up summary format <br />4)Develop a simple reporting dashboard for DMs <br />5)Provide light-touch consultation as needed <br />Sustainable collaboration system <br />•Strengthen communication protocol to schools <br />•Clarify documentation requirements <br />•Design Conflict Escalation Pathway i.e. <br />Level 1 – Direct Resolution between agencies / school representatives <br />Level 2 – Facilitated Resolution with AV Consulting <br />Level 3 – Formal Escalation to DM Level <br />II. Proposed Timeline <br />Consultant will focus its facilitation in accordance to the collaborative’s meeting cadence. <br />During the Spring/Summer 2026 AV Consulting will concentrate on the structural <br />backbone of the Collaborative. During this phase, Decision-Maker (DM) meetings will be <br />scheduled in alignment with the seasonal rhythm of programming to ensure governance <br />conversations occur at strategic moments in the school-year cycle.
