2.Assist the City Attorney to develop and implement the Office's goals, policies and <br />practices; plan the allocation of professional and technical staff on assigned projects <br />to optimize staff resources and to maintain maximum effectiveness and efficiency; <br />and develop operational goals and priorities. <br />JOB RELATED AND ESSENTIAL QUALIFICATIONS <br />Knowledge of: <br />Civil and administrative procedures. <br />Pleadings and practices and effective techniques in the presentation of court cases. <br />Procedures of civil law with an emphasis on municipal government. <br />Principles, methods and practices of legal investigations. <br />Judicial procedures and the rules of evidence. <br />Methods of legal research. <br />Applicable federal and state laws, rules, and regulations affecting local government <br />operations, including land use, redevelopment, environmental, real estate, and <br />employment and labor relations. <br />Principles and practices of effective management and supervision. <br />Ability to: <br />Serve as legal advisor to an elected or appointed body of the City. <br />Apply legal principles and precedents to difficult legal issues. <br />Analyze, interpret, summarize, and present administrative and legal information and <br />data in an effective manner. <br />Analyze complex information, identify problems, examine alternatives, reason <br />logically, and recommend action. <br />Communicate clearly and concisely, both orally and in writing; make effective court <br />and hearing presentations. <br />Establish, maintain and foster positive and harmonious working relationships with <br />those contacted in the course of work. <br />ATTY/RESO.0043/CC RESO AMENDING THE CITY’S CLASSIFICATION AND SALARY AND WAGE PLAN (CACA, SACA, ACA) - EXHIBIT A <br />REV: 06-16-26 MI <br /> <br />Page 3 of 5
