ATTY/RESO.0037/CC RESO ADOPTING THE 2025 UWMP <br />REV: 06-16-26 LF <br />Page 1 of 2 <br />RESOLUTION NO. 16422 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY ADOPTING REDWOOD CITY'S 2025 URBAN WATER <br />MANAGEMENT PLAN AND AUTHORIZING THE PUBLIC WORKS <br />SERVICES DIRECTOR TO COMPILE AND SUBMIT THE 2025 URBAN <br />WATER MANAGEMENT PLAN TO THE STATE OF CALIFORNIA <br />DEPARTMENT OF WATER RESOURCES PRIOR TO JULY 1, 2026 <br />WHEREAS, the Urban Water Management Planning Act, contained in California <br />Water Code Section 10610 et seq., requires that urban water suppliers serving more than <br />3,000 customers or providing more than 3,000 acre - feet of water annually to develop an <br />Urban Water Management Plan every fifth year ending in six and one; and <br />WHEREAS, the City of Redwood City is an urban water supplier providing more <br />than 3,000 acre-feet of water annually to more than 3,000 customers; and <br />WHEREAS, the City’s Public Works Services Department has prepared <br />Redwood City's 2025 Urban Water Management Plan pursuant to the State of California's <br />Urban Water Management Planning Act; and <br />WHEREAS, the Urban Water Management Plan will facilitate local and regional <br />water planning activities and support the City's long-term water resource planning goals; <br />and <br />WHEREAS, in accordance with Section 10642 of the California Water Code, the <br />active involvement of diverse social, cultural, and economic elements of the population <br />within the service area prior to and during the preparation of the Urban Water Management <br />Plan and the Water Shortage Contingency Plan was encouraged through public outreach; <br />and <br />WHEREAS, local water retailers, public agencies, and special interest groups were <br />notified of the City's intent to prepare a 2025 Urban Water Management Plan; and <br />WHEREAS, a community meeting was held on May 21, 2026, to provide <br />information and to receive input on the draft 2025 Urban Water Management Plan, and <br />notice of the meeting was provided through the City's social media channels and <br />published on the City's events calendar; and <br />WHEREAS, Senate Bill X7-7, otherwise known as the Water Conservation Bill of <br />2009, requires a public hearing to discuss the method of determining urban water use <br />targets and the impacts to the local economy from meeting said requirements; and <br />WHEREAS, the City has prepared and circulated for public review a draft 2025 <br />Urban Water Management Plan, including the Water Shortage Contingency Plan <br />prepared as an appendix thereto, and on June 22, 2026 the City Council held a duly <br />noticed public hearing and considered the Urban Water Management Plan, the Water <br />Shortage Contingency Plan, staff report and all public testimony in compliance with the
