ATTY/RESO.0038/CC RESO ADOPTING WSCP AND WCP <br />REV: 06-16-26 LF <br />Page 1 of 15 <br />RESOLUTION NO. 16423 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY ADOPTING REDWOOD CITY’S UPDATED WATER SHORTAGE <br />CONTINGENCY PLAN AND WATER CONSERVATION PROGRAM AND <br />AUTHORIZING THE PUBLIC WORKS SERVICES DIRECTOR TO <br />COMPILE AND SUBMIT THE UPDATED WATER SHORTAGE <br />CONTINGENCY PLAN AS PART OF THE CITY’S 2025 URBAN WATER <br />MANAGEMENT PLAN TO THE STATE OF CALIFORNIA DEPARTMENT <br />OF WATER RESOURCES PRIOR TO JULY 1, 2026 <br />WHEREAS, in California, water is a precious and limited resource that must be <br />used wisely; and <br />WHEREAS, California Water Code Section 10632(a) requires urban water <br />suppliers to prepare and adopt a Water Shortage Contingency Plan (WSCP) as part of <br />their Urban Water Management Plans, including shortage levels, shortage response <br />actions, communication protocols, enforcement, appeal, and exemption procedures and <br />other required elements to respond to water supply shortages; and <br />WHEREAS, on May 9, 2016, Governor Brown signed an executive order <br />permanently prohibiting the use of potable water for specific outdoor water uses; and <br />WHEREAS, on October 17, 2016, the City Council adopted Resolution No. 15530 <br />adopting a WSCP and Water Conservation Program (WCP); and <br />WHEREAS, in 2018 Senate Bill 606 and Assembly Bill 1668 together referred to <br />as “Making Water Conservation a California Way of Life” or the “2018 Water Conservation <br />Legislation” were signed into California law amending the requirements for Water Shortage <br />Contingency Plans; and <br />WHEREAS, on June 14, 2021, the City Council adopted Resolution No. 15962 <br />rescinding Resolution No. 15530 and adopting the 2020 WSCP and WCP; and <br />WHEREAS, the City’s 2025 Urban Water Management Plan (UWMP) is being <br />considered for adoption on June 22, 2026, and includes a WSCP that complies with the <br />2018 Water Conservation Legislation and sets forth stages of action for water <br />conservation at increased levels of water shortages; and <br />WHEREAS, pursuant to California Water Code Section 375, the City Council is <br />authorized to adopt and enforce a WCP to prohibit nonessential water use, prevent water <br />waste, and conserve the City’s water supplies; and <br />WHEREAS, the City has prepared a WCP to prohibit nonessential water use, <br />water waste, and conserve the City’s water supplies; and
