ATTY/RESO.0038/CC RESO ADOPTING WSCP AND WCP <br />REV: 06-16-26 LF <br />Page 2 of 15 <br /> <br />WHEREAS, after holding a duly noticed public hearing, the City Council finds that <br />adoption of the WCP is necessary to reduce, prevent water waste, and conserve the <br />City’s water supplies. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />REDWOOD CITY, AS FOLLOWS: <br /> <br />Section 1. The recitals set forth above are true and correct, and hereby <br />incorporated herein by this reference as if fully set forth in their entirety. <br /> <br />Section 2 . The City Council hereby finds that the WSCP and WCP are in the public <br />interest and necessary for the purposes of anticipating increased levels of water <br />shortages, implementing shortage response actions, prohibiting nonessential water use, <br />preventing water waste, and conserving the water supplies of the City. <br /> <br />Section 3. Pursuant to Section 10652 of the California Water Code, the City <br />Council finds and determines that pursuant to Water Code Section 10652, the California <br />Environmental Quality Act (CEQA) does not apply to the preparation, adoption, or <br />implementation of the WSCP, which is prepared and adopted as part of the City’s 2025 <br />UWMP; additionally, it is categorically exempt from CEQA pursuant to CEQA Guidelines <br />Section 15307 because it is an action authorized by state or local ordinance to assure the <br />maintenance of a natural resource. <br /> <br />Section 4. The City hereby adopts the WSCP, attached as Exhibit A and <br />incorporated herein, and the WCP, attached as Exhibit B and incorporated herein. <br /> <br />Section 5. The Public Works Services Director is hereby authorized and directed <br />to file the aforesaid WSCP with the California Department of Water Resources, the <br />California State Library, and the County of San Mateo and any city or county within which <br />the City provides water supplies, as applicable, within thirty (30) days of the adoption of <br />this resolution and prior to July 1, 2026, and to make the WSCP available to the City’s <br />customers as required by California Water Code 10632. <br /> <br />Section 6. The Public Works Services Department is hereby authorized and <br />directed to take any necessary actions to implement and administer the City’s Water <br />Shortage Conservation Plan and Water Conservation Program adopted hereby. <br /> <br />Section 7.
