Adopt a resolution calling for an election to be consolidated with the General Municipal <br />Election and Statewide General Election on November 3, 2026, and submitting to the <br />voters at that election an initiative measure to amend the Redwood City Code to impose <br />additional rent control and just cause eviction limits. (Attachment B) <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />On October 29, 2025, the proponents of an initiative petition filed a Notice of Intent to Circulate an <br />Initiative Petition and a copy of the Proposed Ordinance (Attachment A). In accordance with Elections <br />Code Section 9203, the City Attorney prepared a ballot title and summary. <br />On April 22, 2026, the proponents submitted to the City Clerk, petition signatures in support of the <br />proposed measure, and on May 13, 2026, the City Clerk received confirmation from the San Mateo County <br />Elections Office that the petition received the required number of signatures to qualify the initiative for <br />the ballot. On May 19, 2026, based on the County’s certification of petition signatures, the City Clerk <br />certified the sufficiency of the initiative petition to the City Council. <br />On June 8, 2026, by a 6-0 vote, the City Council accepted certification of signature verification for the <br />initiative petition. On this day, City Council also received a report in accordance with the requirements <br />under Elections Code Section 9212 (initial 9212 Report). The 9212 Report is intended to provide decision <br />makers and the public with a thorough understanding of the initiative measure’s potential impacts before <br />it is either adopted by the City Council or placed on the ballot for a public vote. Pursuant to Elections <br />Code 9215(c), the City Council ordered a supplemental 9212 Report to include, to the extent possible, the <br />following information: <br /> <br />1. Analysis of the cumulative impact on property owners; <br />2. Analysis of the impacts on affordable housing providers; and <br />3. Analysis of the impact on the City’s Finances <br />The City contracted with Economic & Planning Systems (EPS) to prepare the initial 9212 Report and the <br />supplemental 9212 Report. Since staff had more time to identify additional issues that may warrant <br />consideration, EPS was also asked to evaluate how the Proposed Ordinance could impact the City's ability <br />to meet its Regional Housing Needs Allocation (RHNA)2 goals. <br /> <br />2RHNA is the number of new housing units, and the affordability of those units, each local government must plan <br />for in its Housing Element. <br />8.A. - Page 2 of 168 <br />12
