Page 1 of 7 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: July 7, 2026 <br />SUBJECT <br />Review of supplemental Elections Code Section 9212 report on impacts of an initiative to impose <br />additional rent control and just cause eviction limits in Redwood City, and take action as required by <br />Elections Code Section 9215 <br />SUMMARY <br />On October 29, 2025, the proponents of an initiative petition filed a Notice of Intent to Circulate an <br />Initiative Petition and a proposed measure to repeal Chapters 42 and 42A1 of the City’s Municipal Code <br />and adopt a new Chapter 42 – the Redwood City Fair and Affordable Housing Ordinance (Proposed <br />Ordinance). On May 13, 2026, the City Clerk received confirmation from the San Mateo County Elections <br />Office that the petition has the required number of valid signatures which qualifies the Initiative Petition <br />for the ballot. On June 8, 2026, the City Council accepted the certification of the signatures for the <br />initiative petition, received an initial 9212 Report, which analyzed the potential impacts of the Proposed <br />Ordinance, and requested a supplemental 9212 Report. The City Council will now receive the <br />supplemental 9212 Report and, per California Elections Code Section 9215, must either 1) adopt, without <br />alteration, the Proposed Ordinance, or 2) adopt a resolution calling for an election for November 3, 2026, <br />and submit the Proposed Ordinance to the voters at that election. <br />RECOMMENDATION <br />1. Receive the supplemental Elections Code Section 9212 Report on impacts of the Proposed <br />Ordinance (Attachment C); and <br />2. Pursuant to Elections Code Section 9215 take either of the following actions: <br />a. Adopt, without alteration, the Proposed Ordinance (Attachment A); or <br />1 Chapter 42A of the Redwood City Code no longer exists; the City Council repealed it on November 10, 2025. The <br />current version of Chapter 42 was enacted on November 10, 2025, and it would be repealed if voters adopt the <br />Proposed Ordinance. <br />8.A. - Page 1 of 168 <br />11
