Fully burdened costs include salaries, benefits, taxes, and overhead. Based on the <br />assumed staffing mix—weighted toward analyst-level roles—the estimated fully burdened annual cost is <br />approximately $535,397 per staff member, reflecting the full cost to the City of supporting program <br />implementation.
