As shown, total annual costs are estimated to range from <br />approximately $4 million to $10.1 million, depending on the level of staffing and <br />enforcement. Based on the City’s existing stock of an estimated 16,168 rental <br />units, the program administration costs range from approximately $246 to $622 <br />per rental unit per year, with a midpoint estimate of $420. <br />Table 13. Annual Cost Estimate <br /> <br />In addition to annual operating costs, implementing the proposed Ordinance will <br />also require start-up costs. These are estimated separately in Table 14 and are <br />expected to range from $320,000 to $690,000 depending on the level of <br />enforcement. These estimates exclude implementation studies and staff time.
