Economic & Planning Systems, Inc.11 <br />TENANT SAFETY PLANS - WHAT ARE POTENTIAL IMPACTS? <br />May increase repair timelines and costs but impacts unclear since <br />the rules and regulations haven’t been established: <br />•Post-1995 market rate multi-family: Impacts can likely be mitigated over time <br />with rent increases <br />•Pre-1995 multi-family (market rate and affordable): Disproportionate impact <br />because buildings often need more repairs and harder to pass on costs with limits <br />on rent increases (absent a successful upward adjustment petition) <br />•Single-family, condos, ADUs: May be more difficult for “mom and pop” owners / <br />investors to absorb (e.g., fewer resources, less economies of scale), but rent <br />increases can mitigate impacts <br />•RHNA: Minimal impact because new construction likely covered by insurance <br />and Program administration likely to becomes clearer over time <br />
