The recitals set forth above are true and correct and are <br />hereby incorporated herein by this reference as findings as if fully set forth in their entirety. <br /> <br />Section 2. The revised Part XII, Attachment W – Bicycle Parking Design <br />Guidelines, to the Engineering Standards for the City of Redwood City dated July 13, <br />2026, attached to the staff report and on file with the City Clerk’s Office and the City's <br />Engineering and Transportation Department, are hereby approved and adopted as the <br />City’s minimum standards, specifications, and regulations for the bicycle parking in the <br />City of Redwood City; provided, however, that nothing herein contained shall be deemed <br />to limit the authority of this Council, or any commission, board or officer of the City to <br />require higher or different standards as may otherwise be duly authorized or required. <br /> <br />Section 3. Authorization. The Director of the Engineering and Transportation <br />Department or their designee and any and all other duly authorized officers of the City of <br />Redwood City are hereby authorized and directed to implement the revised standards. <br />Section 4.Compliance with CEQA. <br /> <br />a. The proposed revisions to the Engineering Standards are not considered a <br />“project” under CEQA Guidelines section 15378 because they are administrative <br />actions consistent with adopted plans and policies that do not authorize any new <br />construction or other activities that could impact the environment. Even if they were <br />considered to be a project, they are exempt from CEQA pursuant to CEQA <br />Guidelines Section 15061(b)(3) because it can be seen with certainty that there is <br />no possibility that the action may have a significant effect on the environment. <br />Adoption of these revisions to the Engineering Standards does not in itself involve <br />any physical development activity and future development would be subject to <br />separate environmental review under CEQA. <br /> <br />Section 5. Adoption of Resolution. The City Council of the City of Redwood City <br />hereby adopts the revised Part XII, Attachment W – Bicycle Parking Design Guidelines, <br />to the Engineering Standards as provided in Exhibit “A” attached hereto and incorporated <br />by reference. <br /> <br />Section 6. Effective Date. This resolution shall go into effect on the effective date <br />of the Ordinance amending the Zoning Code to Implement the 2023-2031 Housing <br />Element, Development Review Streamlining, and Zoning Code Maintenance. <br /> <br /> <br /> <br />* * *
