6 <br /> <br />Memorandum <br />DATE: March 23, 2026 <br />TO: Member Jurisdictions, ADU Resource Center of San Mateo County <br />FROM: Anna Alekseyeva, ADU Resource Center of San Mateo County <br />RE: Proposed Merger and Organizational Restructuring Plan <br /> <br />Introduction <br />In consultation with the ADU Resource Center’s Steering Committee, Anna Alekseyeva, <br />Director of the ADU Resource Center of San Mateo County (ADURC SMC), has been <br />evaluating options to ensure the long-term sustainability of the Resource Center. <br />The Resource Center is facing an inflection point with the need to spin off from <br />Community Planning Collaborative (CPC), which has housed the ADURC and has been <br />subsidizing the back-office administrative costs of running the Resource Center. It was <br />always understood that the Resource Center would spin off from CPC after an initial start- <br />up period. <br />As we look to the next phase of the ADURC SMC’s evolution, we aim to mitigate the budget <br />risks inherent in running a small organization. These risks stem from fixed baseline <br />infrastructure costs that cannot easily scale down, even if revenues decline due to fewer <br />participating jurisdictions. <br />Through ongoing discussions with the Resource Center’s Steering Committee, we have <br />been evaluating whether a merged organizational structure between the ADU Resource <br />Center of SMC and the ADU Center, which currently serves Napa and Marin counties, <br />could enhance the long-term sustainability of the Resource Center. The two Centers were <br />built on the same service model and mission, and have operated as parallel entities with <br />significant overlap in functions and infrastructure. <br />A merged structure between the two Centers would allow the organizations to capture <br />economies of scale, reduce duplicative administrative costs, and create a more financially <br />resilient operating model. <br />This memo outlines a proposed organizational structure that would result from such a <br />merger. The structure outlined here represents a conceptual framework and is subject to <br />refinement pending administrative and legal review in consultation with relevant <br />7.A. - Page 13 of 16 <br />20
