7 <br /> <br />stakeholders, including the future potential fiscal sponsor of the combined entity, <br />Community Initiatives. <br />Design principles <br />The primary goal of a merger between the ADURC SMC and the ADU Center is to take <br />advantage of economies of scale, allowing the Centers to operate more efficiently and to <br />weather revenue fluctuations without creating existential risk. <br />We believe this can be achieved through a shared-services staffing model, which would <br />deliver administrative and cross-cutting activities more efficiently, paired with clear <br />county-level points of accountability to maintain strong, place-based service delivery. <br />Several principles guide the organizational design proposed on the following pages: <br />● Design for the long term: Structure the organization and budget to withstand <br />revenue fluctuations <br />● Do more with less: Use a shared services model for administrative functions and <br />cross-cutting activities to reduce duplicative costs while retaining the same high <br />level of service delivery as before <br />● Keep budgets local: Maintain separate budget centers (e.g. funding from San Mateo <br />County is used exclusively to support services in San Mateo County) <br />● Protect what’s working: Aim to retain the current governance and decision-making <br />structure of the San Mateo County Resource Center, with existing arrangements <br />grandfathered into the new model <br />Proposed design <br />The proposed structure contemplates the ADU Resource Center migrating under the ADU <br />Center umbrella as a Member Center. The ADU Center is currently a fiscally sponsored <br />project of Community Initiatives, a 501(c)(3) entity that provides fiscal sponsorship to non- <br />profits. As a Member Center of the ADU Center, the San Mateo County Resource Center <br />would retain a separate budget, ensuring that local funding continues to support local <br />services, would continue to have a clear point of geographic accountability and leadership <br />through a Center Director (Anna Alekseyeva), would develop its own work plan in <br />consultation with local jurisdictions and maintain its current San Mateo County-specific <br />branding and overall public presence. <br />Organizational structure: Under the proposed model, the ADU Center would serve as the <br />umbrella entity, with geographically defined Member Centers – e.g., ADU Resource Center <br />of SMC, ADU Marin, Napa Sonoma ADU – sitting underneath. <br />7.A. - Page 14 of 16 <br />21
