Page 6 of 18 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Additionally, City staff are studying additional Code amendments to further facilitate missing <br />middle housing for City Council consideration within the next year. <br />Metropolitan Transportation Commission Transit-Oriented Communities Policy – In late 2025, <br />the City secured grant funding from the Metropolitan Transportation Commission (MTC) to study <br />and propose minimum intensity and density requirements for both commercial and residential <br />uses within a 0.5 mile of the Caltrain station that are consistent with MTC’s Transit-Oriented <br />Communities (TOC) Policy. This effort is currently in its early stages and is anticipated to be <br />presented to the Planning Commission and City Council for consideration in Spring 2027. <br />Consistency with the MTC TOC Policy will provide local jurisdictions with preferred access to One <br />Bay Area Grant (OBAG) Funds in future funding cycles. <br />Greater Downtown Area Plan – The Greater Downtown Area Plan (GDAP), the City’s <br />comprehensive planning effort for a refreshed vision for Downtown Redwood City and the <br />surrounding neighborhoods, is currently underway. The Plan’s Vision Framework reinforces the <br />City’s long-term vision of focusing and increasing development growth and intensity in proximity <br />to the Caltrain station. <br />Collectively, these efforts demonstrate that the City has an established and evolving policy framework <br />intended to increase housing supply in Redwood City and prioritize development near transit in general <br />alignment with SB 79. However, because SB 79’s uniform standards apply statewide, they may not fully <br />account for local planning context, existing regulations, and ongoing policy work that already shape how <br />and where growth is accommodated within the city. <br />ANALYSIS <br />Comparison of SB 79 and Redwood City Development Standards <br />Under the existing zoning and development standards in Redwood City’s Zoning Code and Precise Plans, <br />many sites within the Redwood City Caltrain Station SB 79 eligibility area already meet or exceed both <br />height and density standards, as shown in the green areas on Figure 2. In these areas, SB 79 will not alter <br />development potential and therefore it would not be necessary for any project to invoke SB 79. Areas <br />where either the current height or density standard is more restrictive (i.e. lower) than the SB 79 <br />requirement, are shown in pink on Figure 2; in these areas, SB 79 would effectively increase the allowable <br />height and density beyond current development standards in the City’s Zoning Code and Precise Plans. <br />8.A. - Page 6 of 97 <br />224
