In the near-to-medium term, City staff believes that SB 79 will <br />have a limited impact on development activity for a few reasons: <br />Recent Development and Entitlements – Numerous key development sites within the SB 79 area <br />are already built, under construction, or entitled.11 As such, SB 79 is unlikely to meaningfully <br />change development outcomes in these locations. <br />Small Parcels – Parcel characteristics play a significant role in development feasibility. In Redwood <br />City many properties located in established residential neighborhoods within 0.5-mile of Caltrain <br />consist of relatively small lots, typically ranging from approximately 6,000 to 10,000 square feet. <br />Due to constraints related to circulation, access, and fire safety, these smaller parcel sizes may <br />limit the ability of property owners or developers to fully or quickly utilize the increased density <br />11 For example, recent housing/mixed use developments already built, under construction, or entitled include <br />projects such as: Elco Yards; 590 Veterans Boulevard (95 units with 10 affordable units, approved in 2024); 112 <br />Vera Avenue (178 units of 100% affordable housing development, approved in 2025); 1304 Middlefield Road (94 <br />units of 100% affordable housing, approved in 2023). <br />Source: Redwood City GIS, 2026 <br />8.A. - Page 7 of 97 <br />225
